let's see the system requirement for this emulator
PC VERSION
System Requirement

• Processor : Pentium 200Mhz, Recommended pentium 3 at 1GHz
• RAM  : 256MB RAM, Reccomended 512MB RAM
• Video card : 3D capable video card with support OpenGL,DirectX or glide
• Operation System : Windows or linux

Android Version 
System Requirement

• Processor : ARM or x86 ( intel atom)
• Operating System : Android 2.3.3 or newer

how to config your epsxe emulator on pc/windows
first thing to do is extract the file,
you'll see a epsxe folder, inside that folder run the .exe file  ( epsxe.exe )

• run the config option -> wizard guide see pic below

• click config, then click the scph1001 and next 

• after next a few times. you will see controller menu, this is where you configure your controller setting.

• Controller 1 is for player 1
• Controller 2 is for player 2

configure your own controller setting then tap next and done.

• next you will need to run iso file that you have download, click file then run iso

NB: you can play with playstation 1 CD if you have, but you'll need a cd room to do that, click on run cd room to play with CD
